Portsmouth City Council is currently consulting on the update of the Portsmouth Plan. Below you can find the information relating to the Portsmouth Plan and the options / public consultation that will form the new Portsmouth Plan.

What is the Portsmouth Plan? The Portsmouth Plan is the principal planning policy document in the city's Local Plan and replaces a large number of policies in the Portsmouth City Local Plan.It sets out the housing, employment and retail development the city needs to develop to 2027 and where this should be. The plan also sets out what infrastructure will be needed to enable this development to take place, together with how we will continue to protect the city's sensitive historic and natural environments.If you have any questions or would like further information, please email planningpolicy@portsmouthcc.gov.uk or call 023 9268 8633.

Preparation of the new Portsmouth Local Plan

The council has now started work on preparing a new Local Plan. The intention is that this new Plan will update and replace all of the above documents. The new Local Plan will contain;

  • Policies - for the development and protection of land

  • Site Allocations - land we are choosing for new development or for the re-development of existing buildings

The council has produced a timetable for the delivery of the new Local Plan, called the Local Development Scheme. The timetable may be updated as the plan progresses.

We have also prepared a Statement of Community Involvement which sets out how we consult when dealing with planning applications and preparing the new Local Plan.

Issues and Options consultation

We are at the early stages in preparing the new Portsmouth Local Plan. The Issues and Options document sets out the council's understanding of the planning issues concerning the city, and options for how we deal with them.

We want your views on the issues and options document. We want to hear from residents, businesses and organisations if you think we have identified all the planning issues correctly and what you think of the options we have for the future.

We will use the results of this consultation to help our work on the new Local Plan which we will be working on over the next year.

There is also a Sustainability Appraisal, Habitats Regulations Assessment and Equality Impact Assessment to accompany this consultation. We have also started to place the evidence base for the new plan on this web page. Comments are welcome on all of the documents.

Because this consultation is running over the month of August, we have extended the time people have to respond. We are publishing this document for eight weeks for comments.

Local Plan Exhibitions

We are holding staffed exhibitions to explain the consultation and the new local plan. They will be held at:

Eastney Community Centre, 2pm - 8pm 13 September

John Pounds Centre, 2pm - 8pm 15 September

Cosham Community Centre, 2pm - 8pm 19 September

Havelock Community Centre, 3pm - 8pm, 21 September

North End Baptist Church, 10am - 2pm, 23 September

Responding to the consultation

We have an online survey which we would encourage you to use.

However, we have also prepared a comment form which can be downloaded or collected from the Civic Offices, libraries and returned by post, email or handed in at the Civic Offices.
